This position is in the Office of Community Planning and Development, Deputy Assistant Secretary for Grant Programs, Office of Block Grant Assistance (OBGA). The OBGA is responsible for all aspects of the Community Development Block Grant (CDBG) program for Entitlement Communities, States and Small Cities and Insular Areas in accordance with Title I of the Housing and Community Development Act of 1974, as amended. The Office is responsible for a) the development of regulations, policies, procedures, guidelines and/or technical assistance for CDBG program grantees and Community Planning and Development (CPD) Field Offices; b) the administration of the Section 108 Loan Guarantee Program; c) the administration of long term CDBG - Disaster Recovery (DR) grants from supplemental appropriations; and, d) the design, development and presentation of program training for field staff and grantees. These functions are administered through the Office of the Director and four Divisions: 1) the Entitlement Communities Division; 2) State and Small Cities Division; 3) Financial Management Division; and, the Disaster Recovery and Special Issues Division.
